Board of Directors

The DFSV Board is an independent, skills-based board accountable to the Victorian Minister for Agriculture.

The Minister appoints the Chairman and may also appoint one member nominated by the Secretary of the Department of Economic Development, Jobs, Transport and Resources. The Minister appoints the remaining five members acting upon the recommendations of a selection committee.

Board members are appointed on the basis of their skills and expertise rather than industry sector representation.

The DFSV Board has seven directors. Each member holds office for three years and is eligible for re-appointment.

Recruitment for Board members underway

The current term of the Board's non-executive members (other than the Chair) will expire in October 2015. The Dairy Food Safety Victoria Selection Committee is seeking five appropriately qualified candidates to recommend to the Minister for Agriculture.

 DFSV Board Members

Grant Davies - Chairman
MAICD
As a dairy farmer and industry advocate and leader over a number of years, Grant brings comprehensive experience and knowledge of the dairy supply chain to the role of Chair of DFSV. He has been actively involved in the dairy and irrigation industries since 1969, and held a number of committee and Board positions. Before joining DFSV, Grant was on the Board of Murray Goulburn Dairy Cooperative for seven years, including two as chair. Grant also spent more than a decade representing local farmers within United Dairyfarmers Victoria and between 1995 and 2004 served as deputy chair and chair of the Northern Herd Development Cooperative. Mr Davies operates a dairy farm at Swan Hill with his wife and son.

Zoe Attwood
MBA – Technology Management, GAICD, Grad Dip Bus Admin, BSc – Microbiology & Biochemistry
Zoe is a professional director with strong governance competencies who also brings widespread commercial and research experience from across the manufacturing and on-farm sectors in both New Zealand and Australia. Zoe has been responsible for the development and commercialisation of a number of food products, ingredients, and manufacturing processes. She is a past Director of TGR Biosciences Pty Ltd, Australian Ingredients Centre Ltd, and Dairy Ingredients Group of Australia Ltd.

Peter Bailey
M Agr Sc, B Agr Sc
Peter has over 30 years' experience working in animal biosecurity, animal welfare and food safety. He retired from full-time employment with the Victorian Department of Primary Industries in 2009, where prior to his retirement he was Victoria's Executive Director of Biosecurity. Peter has held several board positions including Deputy Chair of the Victorian Meat Authority from 1993 to 2003. Over the last three years, Peter has been involved, on a part-time basis, in a range of projects relating to animal and plant biosecurity, invasive species control, food safety and animal welfare.

Margaret Darton
BAppSc, DipAppCh, GradDipLib, GAICD
Margaret is Manager Food Policy, Department of Economic Development, Jobs, Transport and Resources and was a member of the Dairy Food Safety Working Group that established Dairy Food Safety Victoria. She has responsibility for providing advice on food and food regulation policy as it relates to the agricultural sector at both state and national levels. This includes food safety policy and input to national standards for primary production and processing standards. that protect public health. 

Barry Lierich
CPA, MAICD
Barry brings 32 years experience in dairy product manufacturing with Tatura Milk Industries Limited where he held the position of CFO for 23 years prior to the position of CEO for the last 2 years of his employment. Barry has also contributed to the dairy industry holding positions in the Australian Dairy Products Federation and the Australian Dairy Industry Council.

Keith Mentiplay
DipDT, MBA
Keith has extensive experience in dairy manufacturing over more than 35 years working in the Australian dairy industry and representing the industry on various dairy associations. Most recently, from 2011 to 2014, he held the position of General Manager of Operations at Murray Goulburn Co-Operative and prior to that spent 14 years at National Foods in a range of general management, national and international operations roles, with eight years as an executive team member. Mr Mentiplay was a Group Executive of Supply Chain of National Foods Limited and has also worked with Nestle, Pacific Dunlop, Dairy Farmers Milk Co-operative and Southern Farmers.

Peter Moloney
BEc, Accounting
Peter has more than 32 years experience as a risk and audit practitioner, working with a broad range of organisations across the public and private sectors. As a past Partner of Ernst & Young and William Buck, Peter was responsible for managing substantial risk practice in both organisations. In addition, as an internal audit practitioner, he has worked with numerous boards and audit committees to assess and improve their business practices. Peter has held a number of board roles including William Buck and Friends of the Zoos and is also the Audit Committee Chair for the Department of Premier and Cabinet and an Audit Committee member for Department of Transport, VicHealth and South Gippsland Water.
