As defined in the Dairy Act 2000:
- A dairy manufacturer is the owner of any dairy
manufacturing premises; and
- A dairy manufacturing premises is any premises
where
milk is received from a dairy farm, or dairy food is manufactured or
packed.
Prior to commencing
operations as a
dairy manufacturer, the following must be completed and submitted to
Dairy Food Safety Victoria (DFSV):
- A licence application form (with appropriate
application fee);
- The licence fee paid in full; and
- A food safety program (for approval).
All Victorian dairy distributors are required to
meet the requirements detailed in the Code
of Practice for Dairy Food Safety.
The Code of Practice sets the minimum mandatory standards for the
production, manufacture, storage and transport of milk and dairy foods
to safeguard public health. It must be used in conjunction with the Food Standards Code.
All Victorian dairy manufacturers are required to:
- Have a food safety program approved by DFSV
that addresses the requirements in the Code of Practice for Dairy Food
Safety;
- Have a recall procedure in place, based on the
FSANZ Food Industry Recall Protocol; and
- Label all products in accordance with the
legislation contained in the Food Standards Code.
A dairy manufacturing premises currently, or
intending
to, export dairy food must meet the requirements detailed in the Export
Control (Processed Food) Orders.
Dairy manufacturing premises do not require a
licence or
registration with their local council if they hold a current licence
with DFSV.
