Board Members

Shirley Harlock – Chair
Dairy Farmer, MAICD
The owner / operator of two 400 cow dairy farms in Warrnambool, Ms Harlock has over 38 years of experience in the dairy industry. She is a past Director of Australian Dairyfarmers Ltd, a former UDV Central Councillor and Executive member, and a member of the Water for Growth Committee. Ms Harlock is currently Chair of the Dairy Australia Future Dairy project and a former member of the Manufacturing Co-Investment Strategy.

Zoe Attwood
MBA, GAICD, GradDipBusAd, BSc
Director, Attwood Innovation Management
Ms Attwood has a strong background in on-farm milk production, dairy manufacturing and processing. She has developed and commercialized a number of food products and ingredients and manufacturing processes which has included addressing aspects of food technology and food safety.

Sarah Crooke
Dip Medical Technology, FAICD, Australian Rural Leadership Program
Dairy farmer and ice cream manufacturer
Mrs Crooke has been dairy farming for 27 years and currently runs 450 cows. She has been the recipient of a Churchill Fellowship, for which she undertook a 6 month study tour of the US, UK, and European dairy industries.

Dr William (Bill) Darmody
FAICD, MACVS, BVMS (Hons), BSci, DipAgrSc
Managing Director / Senior Consultant, Quality Solutions Now
Dr Darmody comes from a dairy farming family and his experience and skills include a theoretical and practical knowledge of biosecurity issues affecting the dairy industry at the local, national and international level. Dr Darmody was awarded a Churchill Fellowship in 1995 to conduct international studies in food safety relating to the livestock industries.

Margaret Darton

Manager Food Policy, Department of Primary Industries Victoria
Ms Darton is a member of the Dairy Food Safety Working Group which established Dairy Food Safety Victoria. She has responsibility for the implementation of the Victoria Government's food safety policy for primary industries and coordination of the Department's involvement as joint venture party of Food Science Australia. Ms Darton is a Member of the National Working Group for development of Primary Production and Processing Standards, OzFoodNet Management Committee, and sits on the Advisory Board of the Australian Food Safety Centre of Excellence.

Doug Day
Dip Dairy Tech
Mr Day has more than 40 years experien ce in dairy manufacturing, including Factory Manager of the Yoplait factory in Echuca, and General Manager / CEO of Meiji MGC Dairy Company. Since his retirement, he has been associated with Goulburn Ovens Institute of TAFE (GOTAFE), initially as Executive Officer of the Victorian Food Industry Centre, and now as Chairman of the Advisory Board.

Mr Trevor Tappenden
ACA, FAICD
Mr Tappenden previously held the position of Managing Partner of Ernst & Young in Victoria, as well as other key management roles in that firm. He has extensive experience in financial management, strategic planning, auditing and accounting. His current Directorships include RMIT University and RMIT Vietnam, VitsLanguagelink, CEDA, and Heide Museum of Modern Art. Mr Tappenden is an Associate of the Institute of Chartered Accountants in Australia, and a Fellow of the Australian Institute of Company Directors.

Anne Astin – Chief Executive Officer
BSc (Hons), PhD, Grad Cert (Pub Sec Man)

The role of the Chief Executive Officer is to provide the leadership and the strategic direction to enable DFSV to meet its statutory and corporate objectives.

Anne has over 20 years experience in State Government, and has previously worked in a variety of roles within the fields of environment, public health, forensic science, agriculture, minerals and corporate areas. She has considerable experience in leading public sector organisations through change and in customer service delivery. Anne is a director of Dairy Australia, and was previously a director at the Royal Botanic Gardens, Melbourne. She currently chairs the Minister for Agriculture's Women in Primary Industries Advisory Panel and is Victoria's primary industry representative on the National Food Regulation's Implementation Sub Committee working towards consistent regulatory service delivery across Australia.

William Bloomfield – Food Safety Manager

The role of the Food Safety Manager is to ensure the safety standards of food in DFSV licensed premises are maintained and improved. This will be achieved by conducting DFSV verification activities, including: Food Safety Program approvals, Licensing processes and Audit and compliance services

Bill has extensive experience in a variety of roles within the dairy industry, including farming, transport and distribution, licensing, auditing and liaising with industry, food safety plan approval, crisis management and staff training. Bill is a Department of Human Services approved auditor of risk management plans for cooling systems to prevent legionnaire’s disease. Bill is a Churchill Scholarship Awardee and studied ON FARM SAFETY PROGRAMS around the world in 2006

Andrew Chen – General Manager, Operations

The role of the General Manager Operations is to ensure continued best practice through leadership and the strategic development of operational functions, including: Licensing, Audit and Compliance to deliver corporate objectives.

Andrew has over 16 years experience working with the food industry and has previously worked in a variety of Quality Management roles and Food Safety Strategy roles with one of Australia’s largest supermarket retailers and as an Environmental Health Officer with Local Government.  He has considerable experience in supplier management, food safety and product crisis management, product development and project management.

Martin Collins—Food Safety Manager
DipBusMan

The role of the Food Safety Manager is to ensure the safety standards of food in DFSV licensed premises are maintained and improved. This will be achieved by conducting DFSV verification activities, including: Food Safety Program approvals, Licensing processes and Audit and compliance services

Martin is a qualified Cheesemaker with over fifteen years experience in dairy manufacturing. He has worked in factories ranging from small scale cheese production to high volume milk packaging. As the former owner of the Bendigo Cheese Company, Martin brings to DFSV a well developed understanding of many facets of the Industry.

Neville Collins – Food Safety Manager
BAppSc

The role of the Food Safety Manager is to ensure the safety standards of food in DFSV licensed premises are maintained and improved. This will be achieved by conducting DFSV verification activities, including: Food Safety Program approvals, Licensing processes and Audit and compliance services

Neville has had extensive experience in the approval and auditing of HACCP based food safety plans and quality systems, and is registered as a senior food safety auditor with QSA. Neville also coordinates DFSV's ISO 9001:2000 accredited Quality Management System.

Doug Eddy – General Manager, Knowledge Management
BSc, MASM

The role of General Manager Knowledge Management is to ensure continued best practice through leadership and the strategic development of knowledge management systems, including: Emerging and existing food safety issues, Information management and Verification programs to deliver corporate objectives.

Doug comes from a long background in the dairy industry, including roles in research and development with major dairy manufacturers and in the public sector with CSIRO.

David Faragher – Manager, Organisational Development
BSc
David has many years experience in the food and dairy industries. His background covers Research and Development (in the areas of both Packaging and Product development), Quality Management (including ISO 9000 and Codex HACCP implementation), and general management.

Josephine Galati—Licensing Support Officer
The role of licensing Support officer is to support the effective and efficient delivery of DFSV’s Administrative services.

Josephine has extensive experience in a variety of administrative, executive assistant and reception roles in a number of industries.

Corrie Goodwin – Manager, Service Integration
BA

The Manager Service Integration ensures the development and integration of new and existing services re the management and coordination of all audit and compliance services, pertaining to dairy farms and other licensed categories. This ensures that DFSV fulfils its statutory obligations regarding the safety of food to the consumer (both domestic and export)

Corrie has over 7 years experience in management of quality and food safety in the farm sector. Previously employed by one of Australia’s largest dairy Co-Operatives, she brings extensive experience in customer and stakeholder management, auditing and strategy development. Corrie is a member of the National Animal Welfare Reference Group for the dairy industry.

Tracey Guida—Bookkeeper / Accounts Assistant
The role of Bookkeeper / Accounts Assistant is to assist the Finance Manager in administrating the Finance and Accounting activities in compliance with DFSV’s and legislative requirements

Tracey has worked in a variety of book-keeping & administrative roles, dealing with Accounts payable & Receivable including both the public and private sector.

Corey Hale—Company Secretary
B.Bus (Acc) CPA, CSA

The role of Company Secretary is to ensure continued best practice through leadership and the strategic development of Governance practices, Risk Management and Company Secretariat services.

Corey commenced with DFSV in November 2007 and has worked as a Chief Financial Officer and Company Secretary in the public sector in addition to corporate management and financial accounting roles across a number of private organisations.

Ian Haynes – Coordinator Information Systems

The role of Information Systems Manager is to ensure the effective and efficient delivery of Information Services and Products, Technical Submissions and Verification programs to meet corporate objectives.

Ian’s career has been spent in the dairy industry, being employed in both milk processing and dairy manufacturing factories. More recently he has worked in dairy research, predominantly in the area of microbiology.

Marie Lockwood – Licensing Administrator

The role of Licensing Administrator is to manage the administration of all dairy industry licenses and to ensure the effective and efficient delivery of DFSV’s Administrative services.

Marie has previously worked in a variety of administrative roles within both State and Federal government. She has considerable experience in licensing administration, record management, customer service and coordinating office services.

Kelly Long – Senior Project Manager
BAppSc (Food Tech/Biotech)(Hons), Dip Sales & Marketing, Dip Bus(Frontline Management).

The role of Senior Project Manager is to manage data, information and knowledge projects that enable DFSV to deliver the necessary knowledge services to meet its corporate objectives

Prior to joining DFSV in 1999, Kelly worked in the research and development area of a food manufacturing company and whilst at DFSV has worked as a scientific officer, AMRA Survey and Technical projects coordinator and as the Information Manager.

Paul Luby—Human Resources Manager
GradDipBus (HR Management), AdvCert HR Operations

The role of the Manager Human Resources is to ensure the effective and efficient delivery of DFSV’s Human Resources Management systems.

Paul has experience in a variety of generalist Human Resource roles in the not for profit, private and public sector. These roles have covered the areas of recruitment, industrial relations, training, performance management, payroll and remuneration related issues.

Kevin Moze – Finance Manager
BBus, Grad Dip Fin Inv

The role of the Finance Manager is to manage the Finance and Accounting activities in compliance with DFSV’s and legislative requirements

Kevin has worked in a variety of accounting, administrative and finance roles in a diverse range of sectors including services, manufacturing, retailing, Local Government and one of the big three accounting firms. He has extensive experience in financial and management accounting including the development of reporting systems. In Kevin’s current role he has responsibility for managing the finance function within Dairy Food Safety Victoria.

Phillipa Robertson – Process Coordinator
BCApSci (Consumer Food Science & Nutrition)

The role of Process Coordinator within the Operations team at DFSV ensures the safety standards of food in DFSV licensed premises are maintained and improved through the Integration of National Food Regulation Framework initiatives

Phillipa hails from New Zealand where she worked for the New Zealand Food Safety Authority as a Certification Advisor. Her experience relates to Dairy, Quota and Organic certification and Importing Country Requirements.

Suzanne Russell – Manager, Program Evaluation
BSc (Hons)

The role of Senior Project Manager is to manage data, information and knowledge projects that enable DFSV to deliver the necessary knowledge services to meet its corporate objectives

Suzanne has previously worked in clinical microbiology and various laboratory and research roles within the dairy industry. She has considerable experience in research and development, laboratory testing, pathogen management, quality assurance, technical project coordination and communication management.

Kristy Venten – AMRA Coordinator
BAgSci (Hons)

The AMRA Coordinator provides the effective and efficient coordination and delivery of information services and verification programs regarding the Australian Milk Residue Analysis (AMRA) survey.

Kristy has previously worked in customer service roles in the retail food industry. She has experience in customer service, food handling, research, technical report writing and various animal industries. Kristy is a member of the Knowledge Management team.

Karissa Walker – Operational Services Manager
BAppSc (Environmental Health)

The role of Operational Services Manager is to ensure the safety standards of food in DFSV licensed premises are maintained and improved. This will be achieved through conducting, coordinating and managing verification activities and operational staff associated with Food Safety Program approvals, Licensing and Audit and compliance services.

Karissa has previously worked in private enterprise and in local government and brings to DFSV extensive experience as an Environmental Health Officer.

Kristine Wilson – Manager, Industry Skills & Training
BAppSci, Certificate IV in Assessment & Workplace Training

The Manager Industry Skills & Training liaises with the dairy industry, government and training organisations to facilitate the development of industry training programs to improve food safety competence.

Kris has worked in product development and quality management in the baking, fruit and vegetable processing, dry blending/ingredients and commercial catering industries. Her previous positions held include those of Technical Manager and Quality Manager in the food industry. She has had experience in implementing both ISO Quality Management and HACCP food safety systems in these fields and in conducting verification and validation activities within such systems, recently in the dairy industry. Kris is a qualified Workplace Trainer and Assessor.

Teresa Wong – Product Testing Program Co-Ordinator
BApplSci (Food Science & Technology)

The Product Testing Coordinator implements verification activities on dairy food manufactured by DFSV licensees through the investigation and analysis of data from the Product Testing Program.

Teresa has worked in Manufacturing as both a Technical Officer and Laboratory Team Leader and also in the small goods industry as a QA Officer and Microbiological Testing Officer

Winnie Wong – Information Analyst
BAppSci (Biol/Biotech)
The role of Information Analyst within the Knowledge Management team is to implement key technical projects and information services and perform operational activities relating to verification programs.

Winnie has previously been employed at a food safety testing laboratory within the diary microbiology sector. She has experience in supervising, testing and solving technical problems.
