Dairy RegTech 2022

A NEW APPROACHRegTech medium

Dairy RegTech 2022 is an initiative of Dairy Food Safety Victoria (DFSV) and jointly developed with the dairy industry to provide greater assurance in the safety of Victoria’s dairy food.

The dairy industry demonstrates a high level of compliance with standards currently resting at better than 95%.

All dairy businesses operating in Victoria must be licensed with DFSV and comply with the comprehensive conditions of that licence. Activities are heavily reliant on audits and paperwork.

This existing audit-based compliance model has served the industry and consumers well. However, current audits measure a point in time, and do not measure safety performance of businesses across the year. As well, the audits do not factor in the impact of human behaviours, one of the strongest drivers of food safety performance.

Dairy RegTech 2022 delivers an alternate model for DFSV’s compliance services:

  • Using digital technology to enable manufacturers to share food safety data with DFSV on a regular basis
  • Enabling DFSV to more regularly verify processes are under control and provide insights to manufacturers through their individual dashboard
  • Enabling the behaviours relating to food safety within a company to be measured and identify the areas to drive food safety improvement

This initiative builds on existing capability using data already collected by industry and DFSV’s existing knowledge gained through auditing. It will extend DFSV’s business processes to capture and analyse data (for example, benchmarking and trending). It also uses the opportunities that digital technology provides by streamlining data collection and analysis.

A pilot program with 10 manufacturers in Victoria (representing 67% of the state’s milk production) began in November 2018 and will finish in March 2020. This has allowed DFSV and the industry participants to build, test and recalibrate the information collection, analysis and reporting systems.

From the second half of 2020, manufacturers can apply to DFSV to transition to the Dairy RegTech 2022 model. Workshops with farmers and manufacturers begin in February 2020 to discuss the on-farm use of Dairy RegTech 2022.

What is Dairy RegTech 2022?

What is food safety culture?

‘Food safety culture’ is how everyone – owners, managers, employees – think and act in their daily job to make sure that the food they make or serve is safe. It’s about connecting the systems and processes with people and behaviours. The challenge is closing the gap between knowledge and behaviour.

Internationally, through the Global Food Safety Initiative, food safety culture is defined as “shared values, beliefs and norms that affect mind-set and behaviour toward food safety in, across and throughout an organisation”.

Do I still need an audit?

Yes. Currently Dairy RegTech 2022 supports the existing regulatory system.

When will Dairy RegTech 2022 be implemented?

Manufacturers can apply to DFSV to transition to the Dairy RegTech 2022 model from July 2020.

What is required to participate?
